Overview of BOCW Act Registration

The BOCW Act was enacted to improve the working conditions of labourers engaged in construction work and to provide welfare benefits to workers belonging to the unorganized sector. It establishes regulatory provisions to monitor employment practices and protect workers’ rights.

The Act aims to:

  • Regulate employment and service conditions of construction workers
  • Ensure safe and healthy working environments
  • Provide welfare schemes and financial support to eligible workers
  • Improve social security for workers in the construction industry
  • This legislation works in coordination with other labour laws and plays an important role in protecting workers employed in building and construction activities.

Objective of UP BOCW

Construction workers often belong to economically weaker sections and work under challenging conditions. The BOCW Act was implemented to support these workers by providing welfare schemes and financial assistance through the Building and Other Construction Workers Welfare Board.

The objective is to:

  • Improve the living standards of construction workers
  • Provide financial assistance and welfare benefits
  • Promote worker safety, health, and social security

Purpose of forming BOCW

The BOCW Welfare Board has been established by state governments to implement welfare schemes for registered workers. Its major functions include:

  • Ensuring safe and healthy working conditions for construction workers
  • Providing financial assistance in case of accidents or emergencies
  • Offering pension schemes and insurance coverage
  • Providing financial aid for children’s education
  • Supporting housing loans for construction workers
  • Covering medical expenses in case of serious illness

Workers who are between 18 and 60 years of age and who have worked for at least 90 days in construction work during the last 12 months are eligible to register as beneficiaries under the BOCW Welfare Board.

Registration of building workers as beneficiaries

A construction worker may apply for registration as a beneficiary under the BOCW Act if:

  • The worker is 18 years or older but below 60 years of age
  • The worker has been engaged in construction work for at least 90 days during the previous year
  • The application must be submitted in the prescribed format along with supporting documents and the prescribed registration fee. Once the application is verified and approved, the worker is registered as a beneficiary of the Welfare Board.
